DeCharlene Williams, owner of DeCharlene's Beauty College on Madison, has been organizing Seattle's Juneteenth celebrations for many years (see this Seattle Times article), through her involvement with the Central Area Chamber of Commerce.

The Chamber's website describes the origins of Juneteenth (see also Wikipedia) and gives details of the Obama look-alike contest that is part of the celebration: note that, as well as looking like Mr. Obama, you'll also have to give a 7 minute speech about "Change" as part of the contest.
